Spanish Insurance Law: Motorbike Insurance — Key Facts, Limits & Exclusions

The legal framework, specific waiting periods, exclusions and citations every prospective policyholder should know. Sources are linked inline to the BOE (Boletín Oficial del Estado) and Spanish regulators.

Legal framework and minimum cover

Motorbike insurance in Spain falls under RDL 8/2004 (LRCSCVM) with the same compulsory minimums as cars: €70 million personal injury / €15 million property damage per accident. Bikes from 50cc up are subject to mandatory third-party cover. The Tarjeta del seguro (insurance certificate) must be carried at all times and the bike must hold a current ITV (every 4 years for motos under 125cc, then biennial).

Cover tiers and helmet/gear cover

Standard tiers: terceros (compulsory only), terceros ampliado (adds theft, fire, glass), todo riesgo con franquicia (excess applies — typically €300–€600), and todo riesgo sin franquicia. Helmet and protective-gear cover (typically €400–€600) is included in most ampliado and todo riesgo tiers, paying for replacement of damaged helmet, jacket, gloves and boots after an accident — useful because high-quality kit is expensive and not covered as personal effects under home insurance.

Standard exclusions

Track days, racing and competitive use — excluded unless specifically added. Off-road riding on a road-only registered bike. Driving above alcohol limit (0.5g/l, 0.3g/l for newly-licensed). Pillion passengers not declared on the policy. Modifications not declared (exhaust, ECU remap, suspension). Damage when the bike was left unsecured outdoors overnight (theft cover typically requires garage or chained to a fixed object).

The 2-year rule for new riders

Spanish motorcycle licensing has graduated steps: AM (mopeds, age 15), A1 (125cc, age 16), A2 (35kW power restriction, age 18), A (unrestricted, after 2 years on A2 OR direct at age 20). Insurers apply premium loading to riders within their first 2 years of licence and many decline cover for higher capacity bikes in that period. Always declare licence date accurately.

Motorbike Insurance Spain — Generali Moto

Motorbike insurance Spain (Seguro de Moto) is mandatory for all motorcycles, scooters and mopeds registered in Spain. Whether you ride a large-capacity touring bike on the Costa Blanca mountains, commute on a scooter, or enjoy weekend rides through the Sierra de Tramuntana, Generali provides comprehensive motorcycle insurance with English-speaking claims support from our office in Javea. Spain is one of Europe's most popular motorcycle destinations — the Costa Blanca's roads, climate and scenery make year-round riding possible. Making sure your insurance is correct is essential.

All motorcycles registered in Spain must have valid insurance. The legal minimum is third-party civil liability (responsabilidad civil obligatoria). Spain also has strict ITV (roadworthiness inspection) requirements for motorcycles — a valid insurance certificate is required at each ITV. Get a motorbike insurance quote →

Frequently Asked Questions — Motorbike Insurance in Spain

Spanish motorcycling has different rules from the UK — particularly around licence categories, helmet/gear cover and where you must garage the bike. These answers cover the typical questions from British and Irish riders.

Spanish motorcycle licences mirror EU standards: A1 covers up to 125cc / 11kW (minimum age 16, by stand-alone test), A2 covers up to 35kW with certain power-to-weight limits (minimum 18, after A1 holding period or direct test), A is unrestricted (minimum 20 with A2 held 2 years, or 24 by direct test). UK licences are accepted up to your equivalent Spanish category. UK riders with full A licence can ride any bike in Spain.
Yes, but with conditions. Drivers holding a Spanish Category B (car) licence for at least 3 years can ride a 125cc motorcycle in Spain only — but they cannot use that entitlement outside Spain. They cannot ride a 125cc in France, Italy or even back in the UK on this rule alone. UK B licence holders need to convert to Spanish B and hold it for 3 years before this entitlement applies.
Most comprehensive motorbike policies include cover for riding gear damaged in an accident — typically €300-€800 standard, up to €1,500 on premium plans. Cover includes helmet, jacket, trousers, boots and gloves. Items must usually be damaged in the same accident the bike is damaged in (a separate slip with no bike damage may not trigger cover). Theft of gear from the bike (a helmet locked to the bike) is covered, but not gear left in an unattended top-box.
Most insurers require overnight off-street parking for theft cover — a private garage, locked yard, or community parking. Bikes parked on the street overnight are normally either uninsured for theft or attract a 30-50% premium loading. The Costa Blanca has a higher rate of bike theft than the Spanish average, particularly on the coast in tourist months. We confirm garage arrangements at quotation and they're a condition of the policy.
Same matriculación process as cars and vans — ITV inspection, classification by Spanish Tráfico, transit-plate insurance during the process. UK bikes generally pass ITV easily because UK road regulations are similar. We can issue insurance on the chassis number (VIN) on arrival in Spain, before Spanish plates are issued, so you're never riding uninsured.
Yes — same as for car insurance. We accept a letter from your last UK motorbike insurer stating the no-claims years. Spanish bonus-malus typically gives 5%/year discount up to a 50% maximum, so 10+ years' UK no-claims gives you the full bonus from day one of your Spanish policy.
Standard road insurance specifically excludes track days, racing, time-trials and any organised competitive events. Track cover is available as a one-day specialist policy from track-day organisers (Cartagena, Almería) — typically €30-€80 per day for liability + own damage. Some premium annual policies include up to 2 track days/year as a benefit. Off-road / enduro events are similarly excluded from road policies.
Yes — Spanish motorbike third-party liability covers injury to your pillion passenger automatically. Pillion is treated identically to a third-party road user — claims for injury go through the rider's insurance. The pillion must be appropriately equipped (helmet, suitable footwear) for cover to apply. Spanish law requires pillions to be over 12 years old, with feet able to reach the foot pegs.
Road insurance covers riding on public roads only. Off-road riding (private trails, motocross tracks, organised enduro events) needs a different product. Some specialist insurers offer off-road cover as a stand-alone policy, but pure trail bikes that never go on the road may not need road insurance at all — provided they are never ridden on public roads, even briefly.
Classic bikes (typically 25+ years old) qualify for vehículo histórico classification with much lower premiums (€80-€200/year) but with restrictions: limited annual mileage (often 5,000 km), leisure use only, no daily commuting. Bikes are valued on agreed-value basis — a major advantage at total loss claims because the value is fixed at policy inception, not arbitrarily set by GANVAM.
Motorcycles are exempt from the V16 emergency beacon mandate that applies to cars from January 2026. Bikes with no carrying capacity for the beacon, and where the rider cannot use it from the saddle, are not required to carry one. Hi-vis vest is required at the scene of any breakdown or accident — keep one under the seat.
Yes — bike breakdown is more complex than car breakdown because bikes need specialist transport (lowered tow vehicles, soft straps, specialist mechanics). Bike-specific assistance is included on most comprehensive policies. Roadside repair (puncture, battery, fuel) is usually attempted first; recovery to a workshop is the fallback. European cover is standard for trips.
Smaller mopeds (50cc, ciclomotor classification) need a separate ciclomotor licence (AM, available from age 15) and generally have simpler/cheaper insurance — from €70-€150/year third-party. Scooters from 125cc upwards are insured as motorcycles. Electric scooters (VMP — Vehículos de Movilidad Personal) need a separate VMP insurance product.
Yes — Spanish motorbike insurance now provides automatic third-party cover for the EEA, UK, Switzerland, Andorra, Serbia and Croatia. Comprehensive cover continues for trips up to 60-90 days. A Green Card is no longer needed but we recommend carrying an English-language insurance certificate for any potential police interaction.
Bike repair takes longer than car repair because of parts availability and specialist labour. Total loss claims are common because relatively minor accidents can write a bike off (frame damage, cosmetics on a sport bike). For a total loss, GANVAM valuations apply but agreed-value classics are valued at the agreed sum. Courtesy bikes are sometimes available but not always — we set expectations on this at quote time.
Motorbike insurance costs in Spain depend on the engine size, age of the bike, rider age and claims history, and cover level. Indicative annual premiums in the Alicante region: 50cc moped, terceros: €120–€180; 125cc learner bike, terceros ampliado: €180–€280; 500–750cc mid-range bike, terceros ampliado: €280–€450; 1000cc+ sports or touring bike, todo riesgo: €500–€900. Young riders under 25 and those with recent claims attract significant loadings. Bikes parked on the street (rather than garaged) also attract higher premiums for theft cover.
Yes — all motorised two-wheelers with an engine of 49cc or above must be insured in Spain. Even 50cc mopeds require minimum third-party insurance (terceros). Mopeds require the AM licence category (from age 15). They also require periodic ITV inspections (first at 4 years, then every 2 years). Uninsured mopeds face the same penalties as uninsured cars — fines, seizure and points on the licence. The cost of insuring a 50cc moped is very low — typically €100–€160/year for minimum cover.
Spain has a graduated licensing system: AM (mopeds up to 50cc, from age 15), A1 (up to 125cc, from age 16), A2 (up to 35kW power restriction, from age 18), and A (unrestricted, after 2 years on A2 or directly from age 20). A UK Category A licence is recognised in Spain for equivalent categories. Dutch and Belgian licences are similarly recognised. Insurers apply premium loadings in the first 2 years of a new licence category — always declare your exact licence date at application. Riding a bike above your licence category is illegal and invalidates your insurance.
